Make sure you are using an account which is an organizational account. A personal account like hotmail, live, gmail is not working. If you continue having issues, indeed contact Microsoft support.

When I reread your error, I do think you have to provide some additional details to verify it is really your account. Did you try the mobile verification part?

I have don so, I select my country code +234 and ket in my number {23948237} . with this I should get an sms but instead it shows me the error.
Number moderated as it might be picked up by bots or malicious persons.
Perhaps try to input your phone number without the first zero?
Are you using O365 account or Microsoft account? You should use an O365 account.
If you still have issues, you should contact Microsoft support as instructed.
