Is there ability to only allow users to be tagged when someone @ in the post?
You can enable / disable an entity for Posts (or activity feeds) from Settings > Activity Feeds configuration, but it won't allow to edit the lookup field to just allow users to show up. All the entities which are enabled to show on Wall and in active state, it would show up while tagging.

I was able to tag an user on Posts by clicking on Post -
Now, type @ and select the user name that you would like to tag and then Add it -
Stay up to date on forum activity by subscribing. You can also customize your in-app and email Notification settings across all subscriptions.
