What is the logic Field Service uses to set the Work Order Status Reason = On Hold for Work Orders with a Status = Active?

    I located the answer. The Status Reason in the environment I observe a Status Reason of On Hold when Status = Active is set at the Status Reason field Default Value. What I don't know is if this was changed after the initial provisioning of the environment.
