Wondering if there is any way to display or filter off of GL dates instead of just transaction dates within the GP billing window (Transactions > Project > Billing > Billing Entry > Project Number > Billings > Date field here only shows/filters on transaction dates).

Nope, not out of the box. This would need to be customized.
