Hi Shahbaaz ,
it depends from business rule scope.
If scope = Entity, this rule will apply also when you try to save entity with sdk (so at server side)
All other scopes will apply the rule only to client (one form or all forms)

Thanks Rawish for the reply...but my question is that it shows error message on form level or field level? did you get my question?
you will not be able to save the record until unless phone number is not filled and you will get error message like below :
it will trigger as soon as your form is loaded.
