Do Not Send emails & Bulk emails still sending

Emails to contacts are sending even though their "Email" & "Bulk Email" fields are set to Do Not Allow. They can be sent both directly and when that person is on a marketing list during a campaign. The emails are sent through the CRM system, not outlook, and provide no error message before sending. Any thoughts on what the issue is and how to solve it?
