I have almost 1300 vendors created; I need to activate vendor collaboration access for all of them in bulk.
Is there a way to do this?

There is a way to do this somewhat "automatically" but it is a pretty easy solution!
On your all vendors screen, right click to add in columns and add in "Collaboration Activation"
From here you can export the grid, update the records you wish to add the activation to, and then simply copy and paste back into the grid and save.
There is a new functionality that is available in D365 that allows you to copy and paste from Excel into forms within D365. If you export the form into Excel, you can add the data you need, and then paste it back into D365. This might be a good solution for you. Lauren Wooll from my team wrote a blog post that may be very helpful to learn the functionality.

There is a way to do this using the Excel add-in as well, adding an additional field and then pubishing back to D365, but for a one time update, I think copy and paste will be your best option
