Transactional and Tiered billing
I would say yes, that Business Central can support this, but would require more information.
Initial thought is that You have Jobs for each customer, and on monthly basis register the transaction amount for him as used items (on item card the Type = Service). Then You also provide the Sales Price per customer group / and quantity , and at the end of month when You generate Sales Invoice for the customer, system would create sales line with all the registered usage for this item, and assign the sales price for that amount.
