Does pricing priority work across Price Adjustment and Discounts?

Hi All,

I have a price adjustment with pricing priority "11" and a retail discount on the same item with pricing priority "0"

However system is only applying the discount even though it's pricing priority is lower than the price adjustment. Can someone guide ?
