Costing for non-inventory item types

Greetings:

I'm hoping to get the answer to what I thought would have been a simple question:  How can I put costing on a non-inventory item type such Misc CHarges, Flat Fee, or 

Services?  The underlying issue is that I want to put together BOMs in basic GP 2013 (not GP MFG) that contain somewhat static costs like freight per unit.

    You create service or flat fee items using Item Type in inventory and set the costs. This way you would not enter an amount into the freight or miscellaneous fields but enter them as items on the invoice.
