what is your total count of item creation in month?
This functionality (workflow) is not available in the system for any Master Data creation. Although, I think this not a good suggestion and idea to customized it in the system for usual gaps, this could be very unhealthy for any ERP system and can be risky in future as customization is not a good practice.
I had same requirement but fulfilled with other solution and also you can do it by adding some process engineering as follow:
1) You can use any external Webportal like sharepoint etc if available , create Item Master Template and workflow on it to make and process it externally.
2) also You can process this activity in Paper and process manually by signature approvals for master data creation and also schedule Item Master data reconciliation on any cutoff date,
many thing you can add by process engineering.
