Business Card Reader with Sales Professionnal License

Hello,
 
what would be the best choice to use a Business Card Reader with a Sales Professional License in Dynamics Sales ?
 
I would like to avoid to have an Entreprise License.
 
Would it work to use a Power Apps Development license for only 1 user, create a Power App business card reader with it and to share it with all other users with a Professional License + Power App application license) ?
