HI,
Planning to upgrade from CRM 2016 8.0 to dynamic CRM 365 9.0 on premise. Do I need to apply service pack 2(8.2) before upgrading it to 9.0.

I'm afraid you have to upgrade your instance to 8.2 according to this kb - docs.microsoft.com/.../upgrade-an-organization

Also note that :
Upgrade from 8.2.x to 9.0.10 or higher is not supported
Make sure if you import your organization do not update to this patch version until after the initial import is completed.
From real world experience I found upgrade from 8.0.0.1095 to D365v9 Update 0.18 worked fine. Make sure you update the D365v9 installed to Update 0.18 before you import the v8 org - seems many fixes to import process have been applied in the updates
