Why my sandbox is not shown in Copy target instance list after reset?

I planned to reset my sandbox and copy from production.

After reset the sandbox, it is not shown in the copy target instance list. In the instance management page, the sandbox is in ready state.

One and half hour past, it is still not shown in the target instance list.

Could you share some experiences on reset instance?

    It is confused that the sandbox is ready in instance management page, but not available in copy target instance list.

    Copy instance is available on a global administrator account.
