Management Reporter - change individual user permissions

Are you able to mark or unmark different permissions for a user in MR?  For example, the user is assigned the Designer role, but I do not want that user to be able to create reports (create reports is a specific permission).  The help documentation says it can be done, but I have not been able to figure it out.  I am unable to mark or unmark the permissions that defaulted from the Role.

    If you want the user not to be able to create reports, why would you want to grant them access to the Designer role to begin with? Won't a Generator or a Viewer role be more appropriate in this case?

    Management Reporter security roles are predefined, therefore the permissions associated with each role are static (as in hardcoded) and cannot be changed.

    That was just an example (probably not the best example, I might add).  The point of the question was can you mark or unmark permissions user specific?

    The documentation says you can but I did not think that could be done.  And so I was looking for a confirmation on that.
