Form Editor

When trying to open any object in Form Editor it redirects to the main page, instead of open the Form Editor page.
 
Settings > Customization > Customizations > Customize the System > Entities > Account > Forms > ... here the problem appears, it opens the main page instead of Form Editor
Same behavior here:  Settings > Customization > Customizations > Customize the System > Web Resources ... it opens the main page instead of Form Editor
 
This problem appears only at one Organization, any other Organizations can open the Form Editor.
 
Organization version: 9.1

    Did you try opening in different browser/Incognito mode?

    Thank you for your answer!

    I tried, it didn't help. Opening in different browser/incognito mode works with the same behavior.
     
    Security Groups are already configured (e.g. PrivUserGroup).
     
    After investigating the problem the next Warning has been found in Event Viewer > Application:
     
    Exception type: CrmException
    Exception message: The current organization id could not be determined. 
    ...
    Request path: *Organization*/_common/styles/theme.css.aspx 
     
    Probably the solution somewhere in this direction?
