Hello Partners!

Hope you are all doing well. Is there any other way we can see the other user's personal setting. i know we can set other user 's personal setting via xrm tool box plugin user setting.

In addition to xrm tool box, we can also use code based API or Power Automate to update user's personal settings.

I would recommend you Power Automate.

Update the User settings records.

It has most of options including Email tracking options (which is the most frequent scenario), Time zone settings and the others as well:
