Block Account De-activate option

On top of Account or Contact form we have the de-activate button.  Don't understand me wrong, I agree this is a good feature, but there a way to block this feature for users.
You can't manage this through security roles setting in combination with priveledges. 
Does anyone have a suggestion?

    In Ribbon Workbench, you can set up buttons to be shown and hidden based on access to the entity.
    Step 1. Create a new display rule and add the EntityPriviledgeRule step.The setting here is that the button can only be seen if the user's security role for the account entity create privilege is at the organization level.

     
    Step 2. Add the display rule just created to the command of the Deactive button in the Home pane.


     
    Step 3.  Add the display rule just created to the command of the Deactive button in the Form pane.


     
    Step 4. The user's security role for the creation privilege of the account entity is only at the user level, therefore the Deactive button is not visible.
