There is a task TRX_Purch_015 which can be assigned to a user which gives access to a Window: Post Payables Checks in the purchasing module. You would have to make sure that a user did not have access to that window.
And I would look into other tasks that are assigned to that user.
Is this user allowed to print checks? And you don't want them to be able to post them?
