Hello,
When the "Activate Picking" option is selected for the shipment in the Inventory Management module, pallet transport gets activated as the "Load Pallet" gets checked.
This is happening randomly. Is there are a parameter or a setting that decides this ?
Any pointers would be much appreciated.

1. On Item you have field Pallet quantity. If it is set to 1 (or some low number) then each time you will try to reserve an item which uses Pallets it will try to pick a full pallet and create pallet transport.
2. If you have refill activated than there should be setup for Minimum item quantity on the location. If item falls below minimum required quantity on the location, system will try to move available quantity from buffer location (but this scenario is probably not relevant for your case).
