Procedure to open a MS RMS Support Incident?

Over the past 8 years, on those rare occasions when I have needed support for RMS, I have called a toll free support number, they took notes on the issue and confirmed my customer was on a BRAP plan and a MS Tech called back within a few hours.  Earlier this week, I had an issue and called the number but was referred to another number which was automatically prompt driven.  It wanted my ID and Action Pack Subscription #, I let it lapse in July as the price had risen by 40%.  I gave up hung up and finally resolved the issue on my own.  How do I now get support for my BRAP RMS customers?
