Using mass modifier to create new departments with multiple segments

I'm running into a few issues when using the mass modifier to copy gls for a new department.  Our current account structure uses segment 1 & 2 to for the account number and segments 3 & 4 for the department.  To pull in account ranges I used the account look up window within the mass modify to use advanced sorts.  I first chose to filter by segment 3, 4, 1 and then 2.  Found the department range in the account selection window and selected the beginning and ending accounts for the department I want to copy.  I entered the new department number that I want to create in the new account mask line and updated the display to view the selected range.   

When reviewing the accounts in listed in the display window, I'm noticing that there are several accounts that are appearing for other departments.  I'm assuming this is happening because they do fall within the account range I've selected.  Is there a way to only copy accounts for that particular department? 

For example:

I'm copying department 20-15 to create the new department 20-19.  Below is a screen shot to show my sort order and the account list for accounts that will get created if I click "Modify."

From the accounts that are showing in the current view, the only account that should be created is 40000-01-20-15.  Based on our current account structure is there a way to copy only the accounts that department 20-15 has open? 

We are considering revamping our account structure to list the department first.  Wondering if that would make life easier for copying departments.
