When in the checkbook balance inquiry screen. There are (2) balances showing in the top right corner of the screen. One says "Current checkbook balance" and the other says "Current cash account balance". I know that the "Current checkbook balance is based on checks, deposits, JE's, bank transfers, etc. Can someone advise as to where or what the "Current cash account balance" is pulling from?

The checkbook balance is retrieved as calculated from the module (Financial - Bank Reconciliation). As for the other balance, it is called the current cash account balance on the General Ledger level.
Go to Financial > Cards > Checkbook. Type in the name of the selected checkbook, you will find a field called "Cash Account". The balance above is the balance of this account as shown below;
