    Hi Ideally,

You should give it more trials.

Based on Mohit's link, You should use account from same AAD. Well, I have been creating environment with different account on LCS.

Wait and while, try again, use same AAD account, if it still doesn't work, you should raise a support ticket.

When you deployed the environment, did you also open the Advanced settings and completed this setup?

The user I'm using as is an Azure AD admin and it's the same user I have in LCS to deploy the environment.

An Azure subscription has a limited number of cores which can be increase with a support request for Microsoft. Can you check if you have enough cores available to create a (new) VM? If this is not the issue, I would suggest raising a support request to Microsoft Support. They will be able to check what is causing this issue.
