Hello,
When we sync Dynamic 365 with Outlook and it sends email to the primary contact of whoever is listed with their email address.
Can we create or program it to send email out to multiple contacts and not just the primary contacts such as secondary, third or fourth contact, or all of them ?

Yes you can do this with SDK. Ypou need to use the addressused field on the email entity. Refer below blogs-
