Prepayment issue: Access denied to table Purechase lines history (Purchlinehistory)

we use PO prepayment and recently we encountered an issue.

Users can apply prepayment to one PO successfully, but for the second or maybe third , the user may get "Access denied to table Purechase lines history" error message

any suggestions?

    Thanks. It is customized role. and that role has Delete access level to that table. but users still have this issue. Clean all usage data does not help either
