General journal role that can post but not create journals

Hello all,

There are users in the system who have the:

1) Accountant role that can create and post GL journals. 

2) Accounting manager role that cannot create nor post GL journals 

Is there a role in R3 that allows a user to only POST and not CREATE GL journals. 

Appreciate your help.
