Inventory Item Allocation

We are trying to perform an inventory issuance for an item that has 8 qty on hand. However, 6 qty is designated as "inventory allocation" leaving only 2 as available. How do we transfer the 6 designated as "inventory allocation" to "available"?

    I found that the batch was in a balanced status.  I had the user run the batch and the issue was resolved.  Is there a way to delete these posts if they are not needed.
