I have installed NAV 2018 Starter Edition in my environment i can use the Master or Cronus Licence files to start the Client with Either the Unaltered Sample Database or the Database with my company already configured. But when i upload my Licence File i get the error above. I have spun up a fresh VM server and i get the same result.

Which country version have you installed? I don't see that codeunit in NA version.

You need to contact the partner or MS, I am not sure why you get the error while uploading the license. If you are getting an error while executing a transaction then it is permission error, in this case, it seems like an issue with license. Regenerate the license and try again.
