My organisation has ceased to use Dynamics 365 F&O as we have moved to a new ERP. Our data retention policy requires us to host the D365 database for next 7 years and we prefer to have it with front end access.
We only need read only access as no further edits to the database will be made. Everywhere I read about licenses, it requires to have minimum 20 licenses for Finance and 10 license for Finance Premium, are there any other types of licences an organisation can purchase just to have read only access and retain the database?

This is a great question. At least. you don't need the premium licenses. In case your requirement is about front end access, then yes, you will need the minimum of 20 licenses. Without front end access, you can save a backup of the database that can be restored on demand.
