Manufacturing with Sales Order Processing

We want to use the Sales Order to manufacturing link to create a manufacturing order when an item is ordered. The item has been set to Make to Order - Silent, and the process works correctly for a Power User.  Is there any documentation regarding required security for an order entry person to be able to add the item to an order?  We get the error message that "you do not have access privileges needed to generate manufacturing orders" when the user tabs off the extended price field.

    In security Task Setup, Select Product as Manufacturing, Type as Windows ,and Series as 3rd Party, and select Access as Manufacturing Series Sales Item Detail.
