The ‘System Settings’ can’t achieve the same result, you need do it with the help of ‘User Settings Utility’(https://www.xrmtoolbox.com/plugins/MsCrmTools.UserSettingsUtility/ ) XrmToolBox, which can Bulk Update User Settings.
1.Go to http://www.xrmtoolbox.com/ to download XrmToolBox.
2.Connect it to Dynamics CRM365.
Insert organization url and passward, you can connect successfully.

3.Go library to install User Settings Utility.

4.Go Tools tab to select and open ‘User Settings Utility’ plugin.
(1) Click the: load user roles, users and teams.
(2) Select the users you want to update.
(3) Select the specific setting that should be updated.
(4) Click the Update User(s) Settings button.

5.Test.
When one user ‘Alan Ateiner’ login d365 and access personalization Settings, the default tracking option has set to 'No email messages'.
