why the bug releasing to External LCS link missing "notify me" button?

this bug: Bug 819605: Acquired Fixed asset from Purchase order, got the incorrect posting profile issue. - Boards (visualstudio.com) why we published to LCS form, but cx has not seen /notify me/ button to track the progress. pls help check, thanks!
