What are the different ways that an event registration can be cancelled?
1. How would a Contact do this themselves?
2. How would and administrator, in D365 Marketing, do this?
Hi,
Contact can cancel his registration by signing in Event Portal and managing registrations in his profile page.
(You need to disallow anonymous registration.)
For Admin, they can deactivate event registration records to do cancellation.

As doc noted: try to set event registration record to inactive status then check whether the registration would be cancelled.
I tested and it works.
Ok - so for anonymous registrations, a person cannot cancel their registration?
