HR Accrual Schedules

Customer using HR/Payroll in Dynamics GP2010.  They need to setup the schedules to accrue 40 hours of PTO for an employee after 2 months seniority and then after that, 40 hours once a year beginning on January 1 each year.  We can put the schedule together, but how can you tell the system to accrue on January 1 each year?  Do you have to change seniority dates to after they have been there over a year so it will accrue that time on 12/31 to give them the proper time available on 1/1?

Is there a way to "mass" zero out available time since employees have to "use it or lose it" or do you have to enter transactions for each employee?  On the Employee Attendance Maintenance window it shows Hours to Date, Days to Date, Weeks to Date and these need to be zeroed out too, but I don't know how?  Thank you!
