Upgrade from 140 to 160. Error when running Start-NAVDataUpgrade

So following this guide to upgrade from Spring 2019 to 2020 Wave 1: https://docs.microsoft.com/en-us/dynamics365/business-central/dev-itpro/upgrade/upgrade-to-microsoft-base-app

In task 11 step 1, we need to run 

Start-NAVDataUpgrade -ServerInstance <server instance name> -Tenant <tenant ID> -FunctionExecutionMode Serial -SkipCompanyInitialization [-SkipAppVersionCheck]

But we are getting error about state being "OperationalWithSyncPending"

However, when we run  Get-NAVTenant, we get state: "OperationalDataUpgradePending"

We are in a single tenant environment. Seems like Start-NAVDataUpgrade is not getting the correct state for some reason. Any ideas??

    It seems that you have a pending sync operation. Is the Sync-NAVApp task finished successfully?
