I ve got an issue when trying to import a consolidation file. When i choose a user defined rate, this one is not used for calculate, the process keep the default rate i chose for parameter

Here's used criterias.
Here's legal entity and import file.
Here is the import file i used for my test.
The user defined rate i chose.
The default rate currency i chose as default parameter.
Please some help is welcome.
