Hello ,
We are using Dynamics 365 On - premise mostly for Marketing Purpose . Is there any way to Distribute the Campaign . We have a Static list of 150000 records but want to send only 200 records per day .
Is this possible OOB in CRM if not is there any other option .

There's not a way to do this OOB, without code. The way I'd do it is write a custom workflow activity that would select (randomly, or however you want it) 200 records and create a distribute a quick campaign for each, and run this from workflows that have a 24 hour wait.
Alternatively, I'd look to see if any 3rd party marketing automation tool with integration to CRM has this functionality. Example tools are ClickDimensions or DotMailer
