Post Norwegian Vat to Altinn Not being Norwegian

I am looking for detailed instructions in how to setup a test account for posting Norwegian vat to Altinn. 

I am aware of what is in Microsoft, but it seems to be missing som part of the work to gain access not beiing a Norwegian citizen.

Looking for good links etc

    I have limited expertise on this, and the official documentation doesn't describe it very well, so I suggest waiting to see if other forum users can share their experiences.
