Purchase requisition for Projects

Hi All, 

I have a client who creates purchase requisition for projects. While creating PR for projects user has to select to which project this PR belongs from the drop down menu in the drop down menu all the projects are visible i.e. Not active, active and closed. 

Here is my question in the drop down menu I want to see only active projects. Instead it is showing all the projects. 

I think this a bug, is there any hotfix from Microsoft? or should we go for customization.
