If you are using Dynamics 365 online then calling web api in plugin is little bit difficult . following link will help you to do it

Now your second problem is calling JAVA API in .net code following link might guide you. This is older post so I'm not sure it will  work.

    Hi Michael,

Custom java API. I have to consume that api in my plugin.

Example : On account form  I pass parameters like name and address1 city and create account record then these parameters should be passed to the java api, then java team will receive name and address1 city  data.

    Thanks,

    Bharath
