Purchasing manager
Purchasing agent
and the duty "maintain all purchase requisitions"

Have you been able to make some progress and got this issue fixed in the meantime?
You can also try by assigning "Buying agent" role to the concerned user id and see if this works!

Hi Murali,
To find out which roles are related to what menu items, you can use the development workspace to open the related security information as part of a menu item.
You can also use the Security Development Tool which is available on LCS in the downloadable tools area.
