Whenever I am deploying CRM solution from DEV to QA as managed solution using CI/CD , then power automate are getting turned off in QA and i have to manually turn them ON.

Any ideas WHY?

You will need to use Connection reference in your devops pipeline to avoid this issue. Please see below details steps -

This is a known product issue. Even though they turned on, still it wont trigger until you establish the connections again in target environment. (Open flow -> Edit -> Save)
