Marking - Supply is marked (and reserved ordered), while available inventory is sufficient

Hi, 

i'm having some issues with marking usage. 

In MTO environment i firm a planned batch order with Standard Marking to connect the production order to the sales order. 

Eventually it seems that safety stock is not being consumed, here some screenshots.

While there is 40 set as safety stock, there is 66 on hand, of which only 40 is reserved on production lines

However, the result seems that will also link to the open supply, even when there is enough inventory available to make the production order. The result is that the goods are reserved ordered on the incoming PO.

This makes no sense, because the safety stock should be consumed. 

is there some setting i'm missing?
