Things I have tried to do:
Restore backup and reinstall - Did not work
Remove the DocAttach and Bridge DLLs and reinstalled - Did not work
Did a repair on my .Net Framework - Did not work

That sounds like a lot of DLL's in the Addins folder... On my GP2016R2 instance, I've 14 files, from which half are from 3rd-party apps, the reminder being default setup files from GP..
I'm wondering about your error message regarding the DocAttach.GPAddIn & Bridge.AddInManager references.. Are you using a 3rd-party document management tool ? I'd open a call with the ISV support team if that's the case, because I don't think this is a native GP issue.. Like Kirk said, my feeling goes towards a file access/load permission issue.

I agree with Béat that this sounds like a Windows Permissions issue. If I was in this situation I would use Process Monitor to trace what file(s) were having access denied. docs.microsoft.com/.../procmon

I did check the Addins folder and there are 67 items of which 58 are our 3rd Party DLLs. The DLLs that I don't know what they are, are as follows:
edtFTPnetPRO.dll
FileHelpers.dll
GPConnNet.dll
InventoryActualUsage.dll
LogFile.dll
LumenWorks.Framework.IO.dll
MicrosoftDynamics.GP.PreviewPane.dll
ProductmovementReport.dll
SqlUtilities.dll
Sorry if I misspelled the folder name.. which should be 'Addins' (not Addon), and that folder usually contains at least 4 DLL's and depending on your 3rd party products, could be several more, bout I doubt that it's that much as you reported..
I have 67 files of which 59 are 3rd Party DLLs
Can you please check your Addon folder in GP and list how many files are in there ?
I have full Admim rights to the VM, I installed the update with elevated Admin privileges and I started GP client with Admin mode permission and I still get the error. Why can I run Dyn Utilities without an issue yet I can't open the program?

Sounds like an OS permission issue.. How did you apply the service pack ? was it installed with elevated Admin privileges ? Do you start the GP client with Admin mode permission ?
