I recently ran the system report: User License count and I found out that system user roles now have operations licenses attached to them on my environment. I cross-checked against my UAT and Dev environment and noticed this change to have happened when the system was updated to version 10.0.32
Strange, I think you should Check with MS support on this.

FYI, The issue was introduced by a wrong setting for generic security settings for the financial tags which got introduced in 10.0.32. Like mentioned by Nikolaj, this has been fixed in 10.0.33 and backported as quality update for 10.0.32.
