Dynamics CRM 365 Re-assigning quotes error in 'AssignParentChild Plugin'

Goodday everyone

We have recently upgraded our CRM system from 2011 to 365 (still on-premise).

One of the things that have been changed under the hood are is the cascading behavior of the opportunity - quote relationship.

In our old system, when an opportunity was re-assigned, this had no consequences for the attached quotes.

Now when we re-assign an opportunity, all quotes are assigned to the same person (open and closed quotes).

As this is not something we want and this is out of the box setting that I cannot change, I have created a workflow that re-re-assigns quotes to the owner of the potential customer when a quote is re-assigned.

The problem is that the workflow only works sometimes... and I can only partially figure out why

Testresults:

Re-assigning an existing opportunity with existing quotes, the re-re-assigning works for any draft/ in progress quotes but not for active and closed quotes. the Workflow fails with the mentioning of an error in the 'AssignParentChild Plugin' (same error when you try to do it manually)

Now for the part that does not make sense to me:
Same opportunity, new quote with the same active status as another quote, the re-re-assigning works!

New opportunity, new quotes with all statuses we have, the re-re-assigning works for every one.

note, some existing opportunities where created after the upgrade but still have the problem

Does anyone have an idea what the difference could be between the test results?
