Item Ledger Entry: why sales shipment entry always show open?

In Item ledger Entries, noticed all the sales shipment entries, indicate as "open", what will trigger it to close?  

I have checked the application worksheet, it has applied correctly. 

This item purchase in July/2020, fully sold Aug/2020. 

Inbound indicated close in item ledger entries, but not the sales shipment. 

Inventory Period Close for July and August.   

Another purchase made on September/2020, follow by item charge into this purchase. I noticed the shipment for Aug/2020 above get adjusted the cost as well. Why this new purchase and item charge has to do with Aug/2020 outbound entry?

    Not really understand it. The document stated 2 possible issue:  

    1. The following message when you try to close an inventory period: “The inventory cannot be closed because there is negative inventory for one or more items.”  >> for my case, i am able to close the inventory period

    2. An item ledger entry situation where both an outbound item ledger entry and its related inbound item ledger entry are open.

    >> for my case, the related inbound entry is closed, i have checked the application worksheet, it is applied correctly, but outbound entry in ILE show open = yes

    However, another purchase made on in following month, follow by item charge into this purchase.  Cost adjusted the previous shipment that has no related to this inbound entry. Why this new purchase and item charge has to do with previous outbound entry?
