I'd recommend using the Quick Campaigns, as described at the link below. First, you create the marketing/subscription list, and then you create a quick campaign to send an email blast to the list.

Stay up to date on forum activity by subscribing. You can also customize your in-app and email Notification settings across all subscriptions.
