Yes, just make a new business rule (you can get there easily by opening the form you want to change the attribute behavior on, click Business Rules -> New Business Rule) to make the field mandatory and scope the rule only to the form where it need to be mandatory.  Make sure the Attribute itself is not listed as Business Required.

are you talking about the same field on a different form for the same entity

    or

the same field on a completely different entity.

You can make different forms and assign these to different security roles.  The forms can be completely different, contain different fields with different requirement levels.

You can use business rules or Javascript to change the requirement level on a field also

It would be great to have an answer for both (1) same field on a different form for the same entity and (2) the same field on a completely different entity.  My first priority is finding the answer for the same field on a different form for the same entity though, yet would like to also know if there is a difference for the same field on a completely different entity.
